Call for inputs on intimidation and reprisals for the annual report of the Secretary-General (April 2025)

Overview

Since my engagement with the United Nations (UN) Human Rights Council in 2022, I have been intimidated and harassed by the People’s Republic of China (PRC) and Hong Kong Special Administrative Region (HKSAR) governments in reprisal for my cooperation with the UN human rights mechanisms. In 2021, I was wanted by the Independent Commission Against Corruption for allegedly ‘inciting blank votes’ as a form of protest. The intimidation tactics intensified between 1 May 2024–30 April 2025, during which an arrest warrant, accompanied by a HK$1 million bounty, was issued for my alleged ‘national security’ offences. Since then, my relatives, who reside in Hong Kong, have been interrogated by national security agents as part of their investigation. In the UK, letters that encouraged my bounty-hunting and threatened my physical safety were sent to my neighbours — secure my capture and ‘take me to the Chinese Embassy’ in exchange for a monetary reward. 

 

This written submission illustrates (i) the increase in intimidation tactics I have faced as a result of my cooperation with UN human rights mechanisms and (ii) the larger phenomenon of Chinese government’s reprisal efforts targeting Hong Kong civil society.
