Anna Kwok

Anna F. Y. Kwok (郭鳳儀) is a Hong Konger pro-democracy movement builder and China policy strategist based in Washington, D.C. Working at the nexus of human rights, foreign policy, and national security, she advises policymakers across the U.S., UK, EU, and UN on measures to combat transnational repression and PRC-directed foreign influence. She has also led research and campaigns on evaluating Hong Kong’s political autonomy, directly informing U.S. federal legislation and executive actions.


As the Board Chair and former Executive Director (2022–2026) of the Hong Kong Democracy Council (HKDC), Kwok led the institution’s transatlantic and programmatic expansion. She hosted the inaugural Hong Kong Summit, connecting advocates and community organizers directly with policymakers and think tanks for strategic convening. Kwok is also a 2026-27 Technology & Human Rights Fellow at Harvard Kennedy School’s Carr-Ryan Center, where she will examine the CCP’s surveillance in partially open societies.

  As a primary target of the authoritarian regime, Kwok was among the first overseas Hong Kongers placed under a HK$1 million bounty in 2023. The regime later escalated by imprisoning her father based on fabricated charges in 2026—a move condemned by the U.S. government that sets a dangerous precedent for future repression. Undeterred, she regularly testifies before Congress and shares political analysis across global media.
