Add PRC and Hong Kong to the UK Foreign Registration Scheme's Enhanced Tier
Overview
HKDC is calling for the UK Government to designate the People’s Republic of China (PRC) and the Hong Kong Special Administrative Region (HKSAR) under the Enhanced Tier of the Foreign Influence Registration Scheme to protect the UK from covert political interference and transnational repression.
Expected to come into force on 1 July 2025, FIRS will establish a public register that allows the public to monitor activities undertaken at the direction of a foreign power. The Home Office will be responsible for its enforcement and able to issue an Information Notice to request details where there are concerns about undeclared activities.

HKDC Launches UK Parliament Petition:
Include the PRC and Hong Kong to
FIRS’s “Enhanced Tier”
As part of our #TrackTheTies campaign, we submitted a UK Parliament petition on April 8. It called for the inclusion of the People’s Republic of China and Hong Kong S.A.R. to the Enhanced Tier of the Foreign Influence Registration Scheme, which was expected to come into force this July. The petition also raised concerns about transnational repression and political interference on British soil.
